This is a known issue (it happens with ship parts too) - try placing something with the free placing mode first (V button), then you should be able to place the station. -

As far as I know players can only have 1 PB per world (meaning each character has its own PB). Your new character doesn't have the broken generator recipe? (in the crafting tab) -

Actually I was just told that this is intended. You are supposed to drag items with LMB. RMB drag was there by accident and it was one of the things that caused the broken slots issue. -
